JCC abused her discretion by rejecting the testimony of an IME based solely on the fact of his IME status. When resolving MMI and permanent impairment disputes, the JCC may only consider the medical opinions of a treating physician, a Division medical advisor, or an independent medical examiner. The issue of entitlement to permanent total disability benefits was ripe for adjudication and it was error for the JCC not to rule on this issue.
